HAMANASU FOUNDATION
About Us
HAMANAS is one of the most primitive varieties among the rose family and grows in the coastal areas of northern Japan. It is especially prevalent in Hokkaido in early summer, and the lovely flowers can be enjoyed nearly everywhere in Hokkaido
Hokkaido, which was one of the strongest leaders and supporters of Japan's industrialization and modernization, is now suffering from an unprecedented economic depression and the drastic progress of ageing.
Despite these trying times, numerous small local projects are consistently planned and promoted all over Hokkaido, just like HAMANAS flowers.
HAMANAS Foundation was established in 1988, with the wish that these small local projects be adequately encouraged to flourish, and in turn Hokkaido regain its energy and vigor.

The activities of the HAMANAS Foundation can be divided into two main parts. One is to foster and support regional developmental projects. This has three steps according to the progress of projects.
The first step is to partly subsidize study meetings, investigative commissions, or lecture meetings held by local groups to find new projects suitable for the region in order to promote regional activities.
The second step is to partly subsidize discussion and investigation costs after it becomes clear that an idea can be materialized. We then take further steps to put the idea into action so as to contribute to the promotion of the project.
The third step is to formulate, if requested, a definite program ourselves when the project idea and plan are fixed and need to be materialized. This is one of our most important activities, and in this process industrial circles assimilate in one body for the formulation of the project.

We support local activities by anchoring, planning, and formulating projects with the cooperation of both public and private sectors.

Our other main activity is investigation and research about various topics including the internationalization of Hokkaido
Investigation fees and subsidies are provided by the national and municipal governments to conduct investigation and research in various fields such as regional development, industrial promotion, urban redevelopment, and human resources development.

HAMANAS Foundation is an organization designed to play a major role in revitalizing Hokkaido's industries through encouraging and assisting regional development projects which are initiated by municipalities and the private sector.

JICA REGIONAL DEVELOPMENT program
The HAMANAS Foundation, in cooperation with the Hokkaido Development Bureau Ministry of Land, Infrastructure and Transport, has been a strong supporter of the JICA Sapporo International Center regional development training programs for developing countries since 1993
As is well-known, Hokkaido is one of the most successful cases of regional development in the world. The island has developed from a hunter-gatherer economy and nut-collecting society to an extremely modernized society.

The development of Hokkaido has been a remarkable success in transforming the area from a its primitive beginnings to a highly industrialized stage, and the wisdom gained through those experiences can be very useful for developing countries.
Taking this into account, JICA has prepared training programs for administrators of developing countries to study the regional development of Hokkaido
